基于16位ROM的MC3S12R微控制器特别为具有稳定代码的大容量汽车多路复用应用而设计，与基于闪存的MC9S12D系列微控制器的引脚完全兼容。

所有MC3S12R系列成员均由标准的片上外设组成，其中包括一个16位中央处理器 (CPU12)、128KB ROM、8KB RAM、两个异步串行通信接口(SCI)、两个串行外设接口 (SPI)、IIC总现、一个增强型捕获定时器(ECT)、两个8通道10位模数转换器 (ADC) 、一个8通道脉宽调制器(PWM)和两个CAN 2.0 A/B软件兼容模块 (MSCAN12)。MC3S12R系列没有集成的 EEPROM。系统资源映射、时钟脉冲振荡、中断控制和总线接口由系统集成模块(SIM)管理。MC3S12R系列具有完整的16位数据通道吞吐量。然而，外部总线能以8位窄模式运行，因此可以连接单个8位宽存储器，降低系统成本。由于包含PLL电路，因此可以根据运行要求调整功耗和性能。除每个模块上提供的I/O端口外，还提供22个I/O端口，具备从停止或等待模式唤醒的停止功能。
